数字化时代信息技术的飞速发展引领教育领域的发展与改革，开放大学的教育教学治理面临着前所未有的机遇与挑战，开放大学的转型发展和高质量发展都对开放教育治理提出了更高的要求，借助教育治理理念实现对开放大学的全面深化改革。聚焦开放教育治理这一重要领域，在大学治理视域下，深入探究开放教育治理面临的发展定位不清晰、转型发展难、学习支持服务不够、教学改革力度不够深入及教师专业发展乏力等现实困境。在全民教育的终身学习教育生态下，开放教育治理应围绕“有用易学”，聚焦产教融合，以服务社会为宗旨，促进开放教育的转型发展。在协同、共治理念下构建多元协同治理机制，积极主动地将治理思维贯彻到开放教育教学事务，加快开放教育治理现代化建设，以实现开放教育治理的可持续发展，为构建更加公平、优质、灵活的开放教育治理体系提供有力的理论支持和实践指导。

The rapid development of information technology in the digital age has led to the development and reform of the education sector. The educational and teaching governance of open universities is facing unprecedented opportunities and challenges. The transformation and high-quality development of open universities have put forward higher requirements for open education governance.By leveraging the concept of educational governance, a comprehensive and deep reform of open universities can be achieved by the focus on the important field of open education governance. The realistic predicaments faced by open education governance—unclear development positioning, difficulty in transformation and development, insufficient learning support services, insufficient depth of teaching reform,and weak professional development of teachers—are deeply explored from the perspective of university governance. In the lifelong learning educational ecosystem of universal education, open education governance should focus on "useful and easy to learn", center on the integration of industry and education,and take serving society as its purpose to promote the transformation and development of open education.Under the concept of collaboration and co-governance, a multi-party collaborative governance mechanism should be constructed to actively and proactively incorporate governance thinking into open education and teaching affairs, accelerate the modernization of open education governance, and achieve the sustainable development of open education governance. This will provide strong theoretical support and practical guidance for building a more fair, high-quality, and flexible open education governance system.
